David Carter earned an A.S. in Arboriculture and Park Management from the Stockbridge School of Agriculture and a B.S. in Park Administration from the University of Massachusetts in Amherst, Massachusetts. He earned a M.S. in Recreation Resources Administration from NC State University.

Carter has served as an adjunct faculty member at North Carolina State University since 1998 lecturing in the areas of Recreation Facilities Maintenance and Finance & Administration. He has served as a mentor to over 25 graduate students from the Parks, Recreation, and Tourism Management program since 1985. Carter was recognized with an outstanding teacher award at NC State in 1999 and was named Parks, Recreation & Tourism Management Alumnus of the year in 1998. Carter has also been guest lecturer at Appalachian State University, UNC-Wilmington, and UNC –Greensboro many times over the past 25 years. He is a member of the Xi Sigma Phi National Honor Society-Forestry and a recipient of the Triangle Conservation Award.

His professional experience includes four years as Superintendent of Parks, Grounds and Facilities and 22 years as Director of Parks, Recreation, and Open Space for Wake County, North Carolina. David recently became Southeast Conservation Finance Program Director for the Trust for Public Land. David has extensive experience in grant administration and fundraising.

Carter is an active member of numerous professional associations including: International Association of Public Participation, National Recreation and Parks Association, North Carolina Recreation and Parks Society, Sierra Club, National Parks and Conservation Association, and the Society of Professionals in Dispute Resolution. His community service activities include work with: Wake County Physical Fitness and Health Committee, Partners for Open Space and the Environment, Fuquay-Varina United Methodist Church, Healthy Mothers/Healthy Babies, Raleigh Sports Consortium, Communities in Schools, Yates Mill Associates, N.C. Senior Game, Girl Scout Council, People for Parks, March of Dimes, Smart Start and Playspace.

Carter has been published in the Journal of Parks & Recreation Administration and the North Carolina Recreation and Park Review. He has presented on a variety of topics to: Society for Parks and Recreation Educators; NC Association of County Commissioners; the Institute of Government, S.E. Regional National Recreation and Parks Association, NC Principals Leadership Development, National Rally Land Trust Alliance, and International Association of Public Participation.
