PROFESSOR OF COUNSELOR EDUCATION

Dr. Jose Picart came to NC State University on 1 October 2003 and serves as the Vice Provost for Diversity and African American Affairs.  In this capacity he provides leadership and vision for NC State University’s efforts to become a model diverse and inclusive community.  He also serves as a Professor of Counselor Education in the College of Education.  Dr. Jose Picart is a native of San Juan, Puerto Rico.  Dr. Picart completed his undergraduate degree at the United States Military Academy, where he majored in Engineering and Humanities.  Following his graduation from West Point, Dr. Picart served his country as a commissioned officer for 28 years rising through various command and staff positions to the rank of Colonel.  Dr. Picart earned his Master of Science and Doctoral degree in Experimental Cognitive Psychology from the University of Oklahoma in Norman. In addition to his distinguished service in the field Army, Dr. Picart served for over 16 years on the faculty in the Department of Behavioral Sciences and Leadership at the United States Military Academy, West Point.  At West Point, he served as research scientist and Academy Professor culminating his service as the Director of Psychology Studies.  In 1994, Dr. Picart was the recipient of a prestigious American Council on Education (ACE) Fellowship.  As an ACE Fellow, Dr. Picart served as a special assistant to the Chancellor, University of California at Santa Cruz, from 1994-1995 and as the Strategic Planner for the Army War College from 1995-1996. He continues to conduct outreach, write, and lecture on the topics of diversity, leadership, and psychology.  He is married to Susan Picart and they have two children, Aaron and Emily.
